There are several key factors that contribute to the lower cost of surrogacy in Canada compared to the United States:
Surrogate compensation:
- Altruistic model: Canada mandates altruistic surrogacy, meaning surrogates cannot receive a fee beyond reimbursement for reasonable expenses incurred during the pregnancy. Typically around $36,000. In contrast, the US allows commercial surrogacy, where surrogates receive compensation that can range from $30,000 to $50,000.
- EI Maternity Benefits: These are available to surrogate mothers, who are unable to work due to pregnancy or recent childbirth. They provide 55% of average insurable earnings (up to $668 per week) for a maximum of $10,020.
- Lower cost of living: The overall cost of living in Canada is lower than in the US, which means expenses like food, housing, and transportation are typically cheaper for surrogates.
Medical costs:
- Universal healthcare: Canada’s national healthcare system covers most of the medical expenses associated with pregnancy and childbirth, reducing costs for both surrogates and intended parents. In the US, intended parents typically need to purchase expensive health insurance for the surrogate.
- Fewer legal fees: The legal framework for surrogacy in Canada is simpler and less litigious than in the US, resulting in lower legal fees for intended parents.
