Our mission is to facilitate safe, transparent, and fully compliant fertility journeys for intended parents, surrogates, and egg donors worldwide.
Our agencies are not medical facilities, laboratories, or tissue banks. We do not perform medical procedures, collect, process, store, or ship reproductive tissue. Instead, we work in collaboration with licensed fertility clinics and FDA-registered reproductive tissue establishments to ensure that all medical and laboratory services are performed safely and lawfully.
All medical activities—including donor screening, surrogate screening, infectious disease testing, ovarian stimulation, egg retrieval, embryo creation, cryopreservation, and embryo transfer—are conducted exclusively by licensed fertility clinics and laboratories operating in full compliance with 21 CFR Part 1271 (FDA Human Cells, Tissues, and Cellular and Tissue-Based Product Regulations).
When donors or surrogates reside in states or countries different from where medical procedures occur, all arrangements are made in compliance with applicable federal and state medical practice acts, tissue handling laws, and informed consent regulations.
International Clients:
For international intended parents, all medical and laboratory services take place under the supervision of licensed U.S. fertility clinics and FDA-registered laboratories. All reproductive tissue remains within U.S. jurisdiction until transferred in accordance with U.S. federal export laws and the destination country’s import and reproductive health regulations.
We adhere to the Federal Trade Commission (FTC) standards for truthful marketing, the Health Insurance Portability and Accountability Act (HIPAA) for privacy protection, and all other applicable state and federal laws governing assisted reproductive technology (ART).

Health Canada Licensed and Physician-Led
Our agencies are not medical clinics or laboratories. We do not perform medical procedures, store, or ship reproductive tissue. All medical activities—including donor and surrogate screening, infectious-disease testing, egg retrieval, embryo creation, cryopreservation, and embryo transfer—are performed exclusively by licensed Canadian fertility clinics and laboratories that are inspected and registered with Health Canada.
These clinics comply fully with the Health Canada Safety of Sperm and Ova Regulations, which govern donor eligibility assessment, infectious-disease testing, record-keeping, and traceability of all reproductive material used for assisted reproduction.
Surrogacy4All Canada maintains comprehensive partnerships with Health Canada–registered fertility centers across multiple provinces, ensuring that all donor and surrogate services meet or exceed Canadian federal and provincial standards.
We ensure compliance with:

Our agencies adhere strictly to Section 12 of the AHR Act, which prohibits payment for ova, sperm, or embryos beyond lawful reimbursement of expenses. All reimbursements to donors and surrogates are handled transparently, in accordance with Health Canada’s Reimbursement Regulations and AHR Administrative Penalties Regulations (SOR/2020-260).
International Clients:
For intended parents residing outside Canada, all medical and laboratory procedures take place under the supervision of Health Canada–registered fertility clinics within Canada. Reproductive materials are stored and used within Canada in compliance with federal and provincial laws. Any export or import of gametes or embryos is conducted only under Health Canada authorization and international medical regulations.
