How Many Employers Pay for Surrogacy?
{n} of 678 in our database, as of {year}, reimburse surrogacy expenses as a named benefit; a further {n} offer a family-forming allowance that can be applied to surrogacy without naming it.
The count has grown every year since we began tracking, driven first by technology employers competing for talent and then by benefits providers packaging fertility, adoption and surrogacy together.
What Do Surrogacy Benefits Look Like?
There are three common structures:
Surrogacy Reimbursement
A reimbursement with a lifetime cap ($10,000–$75,000) paid against receipts for agency, legal and surrogate expenses.
Family-Forming Allowance
A family-forming allowance managed by a benefits provider, often paid directly to the agency.
IVF Coverage
IVF coverage under the medical plan that pays for embryo creation and, where gestational carrier cycles are named, the transfer.
The first is the most common; the third is the most valuable when it applies.
Which Sectors Lead, and Which Are Catching Up?
- Technology and finance reached near-universal fertility coverage among large employers first
- Law, consulting and media followed.
- In {year}, the notable growth was in healthcare systems
- Universities and large public employers
- Several of which added surrogacy to existing adoption benefits
Manufacturing, retail and hospitality remain furthest behind, and small employers rarely offer more than IVF coverage where a state mandate requires it.
How Do You Ask HR About Surrogacy Benefits?
Ask three questions in writing :
- Whether the plan or a benefits provider offers surrogacy reimbursement or a family-forming allowance.
- The cap and the eligible expenses.
- Whether the medical plan’s fertility coverage names gestational carrier cycles
If the answer is no, ask whether the employer would consider adding it. Most benefit additions start with an employee request, and the database gives you the peer employers to point to.
How Do Employer Benefits Change a Surrogacy Budget?
A $30,000 reimbursement against program totals of $120,000–$180,000 is a fifth of the journey.
IVF coverage that includes the transfer cycle removes a further $6,000–$12,000.
Combined with the choices on our affordable surrogacy page, benefits are usually the single largest reduction available to an intended parent.
