surrogacy India 2025

India’s Legacy in Fertility Care

India has traditionally been one of the world leaders in assisted reproduction with state-of-the-art IVF technology and surrogates who are kind-hearted.

But surrogacy in India has since been deeply changed by legislation, redrawing who is involved and how.

We assist families here at Surrogacy4All through these reforms ethically, frequently by pairing India’s affordable IVF services with international surrogate partnerships in legally receptive nations like Georgia or Ghana.

The Legal Framework (2025 Update)

India’s Surrogacy Regulation Act, 2021 (implemented in 2022), revolutionized the system.

It only allows altruistic surrogacy — and only for Indian nationals.

Key Legal Restrictions:

Aspect Status
Foreign intended parents ❌ Not allowed
Indian citizens ✅ Allowed (if medically infertile and married)
Commercial surrogacy ❌ Banned
Altruistic surrogacy ✅ Allowed for close relatives
LGBTQ+ and single parents ❌ Currently not eligible

Due to these limitations, foreign intended parents are no longer able to pursue surrogacy within India, but many continue to use Indian IVF laboratories and donor banks to create embryos legally — and then ship them out.

Cost Overview (IVF + Embryo Export)

Service India (USD) Comparable U.S. Cost
IVF + PGT-A testing $3,500–$5,000 $15,000–$20,000
Egg donor cycle $4,000–$7,000 $25,000–$35,000
Frozen embryo export (Georgia, Ghana) $2,000–$3,000 $10,000+
Total (without surrogacy) $8,000–$10,000 $50,000+

Numerous families produce embryos in India, which are then transferred through Surrogacy4All to our facilities in Georgia, Ghana, or Canada for gestation.
